This material consists of termite droppings pushed to the exterior of the nest openings. 

When termites are inside walls, they consume not only the wood but will eat wallpaper and drywall paper for the cellulose contents. However, they do not chew through to the outside but will leave a thin veneer. Moisture from the termites and the air causes the thin paper layer to blister.
